Chelsea Papciak aka Chelsea Filer is the current Executive Director of ICAPA Network and she is set to appear in the future Teen Torture Inc miniseries. Chelsea Papciak aka Chelsea Filer co-founded the website and Facebook WWASP Survivors with Bill Boyles until she unilaterally removed him and the other former administrators after a disagreement in early 2021. While acknowledging that Boyles was a co-owner of WWASP Survivors in private emails, she unilaterally removed his administrative access to the website, Facebook group, and any reference to his co-founding from the website.
